Tree falls on Occcupied Dwelling - Harbor Court

On July 28, 2013 at 16:09, Co.1 & Co.2 were dispatched to 5349 Harbor Court to respond to a tree on a residence. E-21 arrived on scene to find a large limb of a tree on a multi-family dwelling. All occupants were able to self evacuate the residence prior to Fire/Rescue arrival.  E-21 returned the additional responding apparatus with the exception of the BC unit. Due to the hazards found including structure damage and weight of the tree on the structure it was determined to be unsafe to occupy. In evaluating the portion of the tree still standing it was determined that a second limb was an immediate threat of falling on a second structure. The structure at 5349 Harbor Ct Apt was posted unsafe and the occupants were relocating with family. The second structure, no occupants were present at the residence and other neighbors advised they were not at home.  With this information the structure at 5333 Harbor Ct Apt D was posted as unsafe.  The property manager and maintenance supervisor both arrived on scene and were advised of the situation and began contacting tenants and others of the issues.  The maintenance supervisor and fire crews began securing power to the structures.  While on scene the second limb gave way and fell onto the second structure causing significant damage to the structure.

All occupants had family to stay with until other arrangements could be made with property management.  The structures were both posted as unsafe and a recommendation for the property manager to consider moving the additional tenants in 5333 Habor Ct was made.  A representative from Lee's Tree Service in Westmoreland County arrived on the scene and assessed the tree advising they did not believe there would be anymore limbs in danger of falling at this point, recommending the tree be removed.  The building official was notified of the posting via e-mail with the information and photographs of the scene.  All units cleared the scene at 20:37.
